It's true - no technology is going to be a panacea. But, if the technology can reduce the barriers to engaging and create more skin in the game, then that can tilt the marginal voter and increase engagement - and then when engagement becomes something to be even more proud of, you get momentum and peer effects.
How does a DAO reduce transaction costs? One way is by linking compensation with tasks clearly and having a system for evaluating progress and making decisions across all nodes.
How does a DAO create more skin in the game? If users are able to self select into the areas they care more about and want to see change, then they are naturally going to be more interested in monitoring the principal.
These are all theoretical ideas - ultimately it comes down to execution - but hopefully lays out some type of a framework :)
